adding support for m2ts creation in ffmpeg

Dear ffmpeg-developer,

I added support for the creation of a m2ts stream by manipulating the file mpegtsenc.c. My questions are:

1) Is it interesting for you?

2) If 1) is yes, is it right that patches are really only for the svn-version?

If they could be fast forwarded I could reformat them, would be better
having them sent through git-send-email though.
